WHAT'S WRONG AT LAUSD AND HOW DO WE FIX IT? TUNE IN TO 90.7 FM KPFK ON 1/1/13 AT 5 PM

KPFK.jpeg
(Mensaje se repite en Español) On New Year's Day at 4 pm on 90.7 FM KPFK I will do a show on the deplorable state of public education at the Los Angeles Unified School District (LAUSD), how we got here, what's the nefarious agenda, and the rather straight forward means of fixing it. Hopefully, this show will be the first in a series laying out in the clearest of possible terms what is wrong at LAUSD and what we can do to turn this unacceptable situation around. After an initial introduction of the topic and our panel, we will take calls from you the listening audience.

UTLA & TEACHER JAIL - WHAT TOOK YOU SO LONG? WHAT SPECIFICALLY ARE YOU DOING TO STOP LAUSD?

Warren Fletcher.jpeg
(Mensaje se repite en Español) From LAUSD's point of view, what is the downside they face from screwing teachers? It is now close to 3 weeks since Scott Mandel wrote in a letter reproduced below that "UTLA President Warren Fletcher was actively working on your plight." So, other then staff-development-like rhetoric, what has been accomplished to address the exigencies of this longstanding and yet UTLA ignored teacher jail reality that has been openly destroying innocent teachers' lives for years? And UTLA officers and staff didn't know about this? UTLA not only knew, they consistently told innocent teachers, "You should resign, you've got a bad case." UTLA has given credibility to this LAUSD witch hunt by taking part in it, while never actually doing anything to defend teachers or hold LAUSD accountable. If you were LAUSD, would you stop the witch hunt under these circumstances? Why would you, when you got rid of 853 teachers last year without not even one getting their job back? They're batting a thousand.

LAUSD SUPERINTENDENT DEASY CONTINUES TO LIE WHILE KNBC LETS HIM GET AWAY WITH IT

Smiling John Deasy.jpg
(Mensaje se repite en Español) The following is a crystal clear example of how a mainstream local news media is able to document LAUSD Superintendent John Deasy in an outright lie then do nothing to confront Deasy or anybody else at LAUSD with the lie(s). The first video below is of an interview that KNBC Conan Nolan did with Superintendent John Deasy on February 13, 2012, where Deasy justifies giving alleged teacher child molester Mark Berndt $56,000, because according to Deasy, Reporter Nolan, and a supposed 2009 L.A. Times survey, 50% of teachers get their jobs back at the Office of Administrative Hearings (OAH). Deasy didn't want to take the chance that Berndt would get his job back. The second video completely contradicts this and was done by Nolan's reporter colleague at KNBC Patrick Healy on March 13, 2012, which says that in 2011, LAUSD got rid of 853 teachers and not one got their job back and only two went to the OAH and both lost. Both statements cannot be true and yet neither Nolan or Healy or any other news media dares to report the truth about Deasy and LAUSD, even though, given their daily access to LAUSD, they undoubtedly know the truth.

WHY TEACHERS SHOULD VOTE NO ON THE LAUSD-UTLA DECEMBER 2012 EVALUATION PROCEDURES SUPPLEMENT By Dr. John Fernandez

Dr. John Fernandez.jpg
(Mensaje se repite en Español) Dr. John Fernandez submitted the following to Perdaily as reasons to not vote for the Tentative Agreement on teacher assessment. Perdaily thinks there are already several more basic reasons to vote against the TA: 1. The TA tacitly presupposes that students are at grade level and capable of being educated at grade level by any teacher, when the vast majority of students have been socially promoted without basic prior grade-level standards that are a prerequisite for a single-subject credentialed secondary teacher without remedial skills to be able to successfully teach them. Given this reality, which neither LAUSD nor UTLA ever took the trouble to explain to the judge in the pending case, it is irrational to make a teacher's assessment and teaching career dependent on how students years behind grade level do in their classes. 2. Minimal discipline is not enforced by administration to allow an environment where education can take place. Worse, students are given the clear message that they will receive a receptive ear from LAUSD administration, if they make false allegations against a teacher, instead of attempting to do their work or seek remediation in order to improve. 3. LAUSD already doesn't follow prior agreements with UTLA, its own Bulletin Policies or state and federal law. Therefore, there is no reason to believe they will follow this TA.

LAUSD: LET'S MAKE UP THE RULES AS WE GO ALONG TARGETING TEACHERS

No to Bullying.jpg
(Mensaje se repite en Español) Any parent or teacher can tell you that if you fail to timely, reasonably, and proportionally discipline a child, they will continue to act in an anti-social and disruptive manner that precludes the calm environment where learning and growth can take place. By logical extension, if people become adults without have learned how to respect others and the legal system that attempts to peacefully structure human interaction, then we are all in trouble.

LAUSD TO RECONSTITUTE CRENSHAW AND DORSEY HIGH- WHEN IS ENOUGH ENOUGH?

Crenshaw High.jpg
(Mensaje se repite en Español) Do African Americans and Latinos ever get tired of auditioning for human being status in a fundamentally racist and corrupt Los Angeles Unified School District (LAUSD) non-public education system that clearly has no expectation that their children are educable? It is 58 years after Brown vs. Board of Education and de facto segregated LAUSD non-public education is more segregated today than it was pre-Brown and yet this depressing reality goes unaddressed in a community that continues to let LAUSD call the shots. Because public education remains one of the few professions where minorities can enter the middle class, it seems that much of the leadership in the Black and Latino communities seem loathe to take cognizance of the fact that this bastion of the Democratic Party and liberal politics is responsible for a more pernicious racism toward Black and Latino students than anything that ever took place in the South. A Black colleague of mine remarked, "Before the civil rights movement innercity Los Angeles schools were bad, but they were never this bad." What follows is my analysis (in italic) of notes sent to me about a Crenshaw Community Meeting dated November 27, 2012. You can always reject what I say by pointing out my Jewish and almost White status or you might just consider the substance of my comments:

LAUSD TEACHER TELLS THE SAME STORY OF BEING TARGETED

The Secret Life of Words.jpg
(Mensaje se repite en Español) (For a national view of public education reform see the end of this blog post) As Superintendent John Deasy and the Los Angeles Unified School District (LAUSD) receive no real opposition from United Teachers Los Angeles (UTLA) nor the city, state, or federal authorities, the war against teachers continues, not only unabated, but increasing in intensity. This past Sunday I received 5 calls from terrified teachers who were telling the now all too familiar story of being targeted by their LAUSD administrator on completely fabricated charges. I must confess a strange curiosity to see how long LAUSD will be allowed to savage its teachers before anybody in authority will do something about it. I have taken the liberty of removing the teacher's name from the following post to assure that she does not suffer more harassment from LAUSD for speaking out. I will do the same for others who are willing to add their voice to the growing chorus asking for justice. Those of you who remain silent will have nobody to blame but yourself, when it is your turn to be targeted and removed. Oh, but you don't believe that.

IS LAUSD A CRIMINAL CONSPIRACY?

District Attorney.jpg
(Mensaje se repite en Español) If you or somebody you know has been targeted for removal or incarceration without due process of law by the Los Angeles Unifed School District (LAUSD), you might take the time and report your situation to the Public Integrity Unit of the Los Angeles District Attorneys Office. The jury is still out on whether the fix is in at the city, county, state, and federal government levels, but on the outside chance that integrity of public officials is not a fantasy of the past, you might write and tell your story about LAUSD's criminal behavior: There is strength in numbers and it is harder to sweep the statements of hundreds of targeted teacher under the carpet than it is to pick teachers off one at a time by denying them fundamental due process, incarcerating them in teacher jails for long than is necessary to clear or charge them, putting them on unpaid administrative leave, and stalling for years to try and starve them into submission. What LAUSD is doing is designed to make teachers both physically and mentally ill. Standing up for yourself and your colleagues at the very least is designed to recapture your adult status and self-respect. It's your call. LAUSD: YOU CAN'T LEGISLATE MORALITY- BUT YOU CAN TEACH IT

ethics law morality.jpg
(Mensaje se repite en Español) (For a national view of public education reform see the end of this blog post) A rigorous public education is not a luxury. Rather it is an absolute necessity for any society that has pretensions of being a democracy in something more than just rhetoric. With the more affluent and predominantly White population having escaped to the suburbs or private schools to avoid the Supreme Court's judgment that "separate but equal education is inherently unequal" in the 1954 Brown vs. Board of Education case, what we are left with is not only a public education daycare system that has no academic rigor, but the reality that this purposefully failed public education system has been going on for so long now that even those who have been charged to run it- and are themselves a product of it- do so without either the education or historical vision necessary to succeed in this now daunting task.

NOTHING LIKE A SEX SCANDAL TO COVER A TEACHER WITCH HUNT

Mark Twain.jpg
(Mensaje se repite en Español) (For a national view of public education reform see the end of this blog post) The reason Los Angeles Unified School District (LAUSD) "officials failed to promptly report nearly 150 cases of suspected teacher misconduct- including allegations of sexual contact with students- to state authorities as required by law" is not as Howard Blume uncritically goes along with in his Los Angeles Times article yesterday. Rather, the reason that LAUSD was busy trying to intimidate mostly innocent teachers into resigning or retiring was to balance its in the red budget from 2004 until the present. The LAPD has cleared the vast majority of rubber room teachers in a timely manner, but that isn't enough for LAUSD or the media, who continue to have a feeding frenzy continuing to persecute innocent teachers. Those like Mark Berndt, where there is probable cause to hold them wind up in real not teacher jail. What is really going on is te wonks at LAUSD figured out that they could get a great deal of the red out of the district budget, if they got rid of teachers at the top of the salary scale, who also disproportionate availed themselves of medical coverage- 8% of all LAUSD medical claims were coming from an older teacher demographic that was accounting for 49% of total medical costs.
