CALIFORNIA STATE WHISTLEBLOWER'S LAWSUITE EXPOSES WEB OF CORRUPTION AND DECEIT AT THE COMMISSION ON TEACHER CREDENTIALING (CTC) PART 1 By Steve Zeltzer

Mensaje se repite en Español) Kathleen Carroll, a former government lawyer turned whistleblower at the California Commission On Teacher Credentialing CTC has filed a potentially explosive suit against CTC officials and the state government that charges that the Commission attorneys and management of the commission were engaged in numerous illegal acts possibly resulting in thousands of improperly sanctioned teachers in the state of California. Some of the charges in Carroll's charged the commission with tampering with the selection and composition of the Committee of credential members, CTC attorneys improperly tampering with case outcomes, acting outside their legal jurisdictional scope to go after teachers, promoting the existence of a high level of nepotism, cronyism, favoritism and conflicts of interest throughout the CTC and improperly maintaining underground regulations in violation of the administrative procedures act. It also alleges that CTC employees were retaliated against if they questioned the practices of anyone within CTC management.

Sadly, this is not an unusual circumstances surrounding perverted predators, who are allowed to prey on young elementary children in Los Angeles Unified School District. Behind each of them is story of an incompetent administrator who either through intentional neglect or gross incompetence place young students at risk to be molested.

On January 19, 2013 I went up to San Francisco for a conference on the privatization of public education. My part of the presentation at the conference had to do with the nationwide witch hunt to rid LAUSD and districts like it around the country of teachers at the top of the salary scale, about to vest in lifetime health benefits, or who run afoul of their administrator for not following orders, no matter how illegal or irrational they are. In addition to my presentation public education veterans Danny Weil and Jack Gershon made incredibly insightful presentations. (Mensaje se repite en Español) Probably the best indicator that racism is still alive and well in inner city public education in this country - and more specially at the Los Angeles Unified School District (LAUSD) - is the fact that nobody wonders why Latino and African American students continue to do so abysmally- it's as if it's expected of them. There is a tacit assumption that these students are somehow inherently incapable of learning and competing with more affluent predominantly White and Asian students. In offering poverty as the sole excuse for underachievement, forgotten is the critical function of public education in prior generations of poor immigrants to be accommodated to American society by the mechanism of a rigorous public education for all.

LAUSD: PURVEYORS OF EQUAL OPPORTUNITY RACISM

(Mensaje se repite en Español) All that one has to do to know that nothing has changed for the better at the Los Angeles Unified School District (LAUSD) is to take note of the fact that the academic achievement of the vast majority of Latino and Black students, in a district that is close to 90% Latino and Black, has not only not changed for the better, it has significantly worsened. In light of the continuing abysmal results of schools like Dorsey and Crenshaw High Schools, an ex-LAUSD African American LAUSD administrator recently said to me, "Black schools were bad off before the Brown decision in 1954, but they were never this bad." So why does this persist? It has to do with the pragmatic neo-liberal agenda that co-opts progressive buzz words like no child left behind without the substance or true commitment to bring them to fruition. Worse yet, it is hostile to and targets anybody who actually tries to improve LAUSD in anything more than rhetoric. On a regular basis over the last 4 years and with a marked uptick in frequency since the Miramonte Scandal, I have been talking with many highly qualified and often nationally board certified and previously acclaimed veteran teachers who have been targeted and are in various stages of being driven out of the teaching profession.

CTA'S PRESIDENT KAREN LEWIS & THE RELENTLESS ATTACK ON PUBLIC EDUCATION

Take a moment and listen to Chicago Teachers Union (CTU) President Karen Lewis talk about "the class war between rich and poor in Chicago, Los Angeles, and the rest of the country" that is being carried out in our public schools that has made the "American dream a scary nightmare." It is hard to be one nation under g-d or under anything that even remotely resembles an equitable democracy without the fundamentally important institution of public education, which is under unrelenting siege. Without public education, vacuous and superficial neoliberal rhetoric that refers to 21st century robber barons as "job creators" passes without scrutiny or exception that could only be exercised by fully sentient beings who see themselves and all around them through the perspective which that education has given them. The goal must be to be one among equals, who each have a necessary contribution to the health of our society. Anything less will lead to our demise as a people.
