LAUSD ABANDONS CAHSEE AND ANY REAL ACCOUNTABILITY

It seems that the motto of the Los Angeles Unified School District (LAUSD) more and more is: If you can't meet an objective standard of academic excellence, just get rid of or ignore it. So rather than deal with its systematic failure to timely educate its students and the predictable resulting huge increase of violent disruption on its campuses that this causes, LAUSD over the last few years has just eliminated a teacher or administrator's ability to suspend a student for clearly outrageous behavior, while literally doing nothing to address the problem. And of course, this has served as a green light for increased student disruption that holds the rest of the students hostage, while demoralizing the teaching and administrative personnel at its schools that are given no option but vacuous platitudes and programs that have no measurable positive results.

This pedagogic strategy of simply ignoring a problem, like increased student violent disruption, has worked so well for the incompetents running the district in a manner ironically similar to the socially promoted disruptive students who also continue to face no consequences for making education impossible at the vast majority of LAUSD schools, that LAUSD administration has now abandon the California High School Exit Examination (CAHSEE), that at best, with its low middle school academic levels in Language Arts and Math, was already not a very reasonable or accurate measure of whether a student should be allowed to graduate high school with a diploma.

But in yet another victory of form over content, while pandering to parents, who want their children to graduate irrespective of whether the diploma they are given is worth the paper it is written on, the CAHSEE is no longer a requirement to graduate. One would think that the parents, many of whom also were pushed through or dropped out of an anything but academically rigorous LAUSD should know better. But the sleight of hand magical thinking that allows these families to believe that you can get something of value like a high school diploma without doing the work, still wins over the objective reality of 75% of students subsequently going to community colleges after an LAUSD high school "education" have to take all or most of their academic high school courses over, before being allowed to take college or career goal classes. Worse yet, the vast majority of these purposefully failed LAUSD students ultimately drop out thinking there is something wrong with them, instead of the school district that continues to sell out predominantly poor students of color.

While maintaining the status quo at LAUSD with its predictable horrendous results on subsequent student success can be understood from the position of a generationally entrenched obscenely over- compensated LAUSD administration with no skin in the game. What is even more unconscionable is the complete and utter failure of local, state, and federal regulatory agencies to in any way, shape, or form hold the criminal conspiracy at LAUSD accountable for the predictable grief they are continued to allow to cause for naturally gifted predominantly poor minority students, who are allowed to pass through LAUSD without the great public education they are legally entitled to.

And in most cases, what most of these students wind up achieving is a deep seated inferiority complex, when they predictable fail after their bad K-12 education. They wrongfully feel guilty for the crimes LAUSD leadership is continued to allow to commit in setting them up for failure.

But for me, the most reprehensible group that keeps the LAUSD failure factory functioning without challenge is the commercial and public news media under the absolute corporate/foundation control that continues to parrot empty rhetoric of "all students are life-long learners" and other equally vacuous statements, while they know fully well just how untrue all this is. Continuing to support the privatization of public education with charters, when there is no data to justify this and in fact significant evidence to show charters cost more to build and maintain, while doing much worse than traditional public schools in the vast majority of cases.

Parece que el lema del Distrito Escolar Unificado de Los Ángeles (LAUSD) cada vez más es: Si no puede cumplir con un estándar objetivo de la excelencia académica, simplemente deshacerse de o ignorarla. Así que en lugar de lidiar con su fracaso sistemático para educar a tiempo sus estudiantes y el previsible aumento enorme que resulta de la interrupción violenta en sus campus que esto provoca, el LAUSD en los últimos años apenas ha eliminado un maestro o del administrador de la capacidad de suspender a un estudiante por claramente escandalosa comportamiento, mientras que, literalmente, no hacer nada para resolver el problema. I agree with your basic premises, Lennie. For a while, the CAHSEE was the only external source of accountability placed upon the student. Now even this paltry level of accountability is gone.

It should be noted that the CAHSEE was abandoned first by the State Department of Education. Districts like LAUSD are simply following the path of least resistance. It would be useful to know who made this decision at the state level, and what was the influence of the Association of California School Administrators.

The assertions about how low the bar was set by CAHSEE are absolutely correct. For instance, the CAHSEE-Math exam only required the student to get 55% of the questions correct. The test questions only drew from the 6th and 7th grade math standards. The resulting standard for adults was to have about half the education level of a 12 year old in math.

Additionally, students had six (6) opportunities to take and pass this exam. Initially, in my district as well as others, as soon as a student failed the first administration, they were placed in a test-prep class and drilled on the test questions. This continued every year until they passed.

While in charge of this program, my colleagues and I made a sincere and usually effective effort to remediate students. We successfully helped students gain several years of math skills for several consecutive years. Our efforts were constantly undermined by downtown administrators, and by 2010, these administrators eliminated our program. Fighting the dumbing down resulted in my being "rafed" by the administration.

In conclusion, I agree with your primary assertion. There is no standard so low a school administrator will not strive to fail. Due to them, the CAHSEE had become an expensive boondoggle. The cost and effort doing nothing to raise achievement long before the State removed its mandate because of the efforts of school administrators.
